Vicente Moret

Vicente Moret Millás, was born in Valencia (1971), holds a degree in Law from the University of Valencia, and has also taken various postgraduate courses at institutions such as IESE, Harvard Law School and Instituto de Empresa. He has passed two competitive examinations, being a high civil servant of the Corps of Lawyers of the Spanish Parliament and of the State Senior Executive Service on leave.
Throughout his professional life he has held various positions of responsibility in the State Administration; In the Ministry of Interior Secretary-General, in regulatory and drafting work related with to the activity of the Council of Ministers. Then, in the Ministry of Public Administration in the Cabinet of the Secretary of State, carrying out advisory work on matters related to the territorial organization of the State, such as regional and local funding.
From 2003 to 2010 he held the position of Secretary General of the Government Delegation in the Valencian Community, being this one a position of special responsibility for both institutional and administrative relevance. In 2007 decides to prepare another competitive examination while still working as Secretary General of the Delegation of the Government passing in 2010. Since then He moves to Madrid, performing his duties in the Senate as Legal Clerk of the Budget Committee and in the Directorate of Parliamentary Legal Assistance.
In 2014 he is appointed Director of Economic Affairs in the Congreso de los Diputados, in which he remains at the moment, at the same time that he is the Lawyer and Legal Clerk of the Joint Commission of National Security, and Permanent Secretary of the Spanish Delegation to the Parliamentary Assembly at the Council of Europe.
At the same time and since 2011, he is an Associate Professor of Constitutional Law at the Universidad Complutense, and since 2014 he has been Professor of Administrative Law and Regulated Sectors at IE Law School. He has won CEF's legal essay prize in 2013 and has published numerous articles and books on various subjects related to constitutional law, administrative law, regulated sectors, legal regulation of cybersecurity, foreign relations, state security, or Defense policy. Also it was awarded in 2010 with the medal to the Police Merit with white badge, and in 2015 with the Guardia Civil Silver Cross of Merit Order.
