CISO / Banco Central Paraguay
Aditardo Vázquez Rojas is a computer engineer with over 15 years of experience in managing technological risks, cybersecurity, and auditing in the financial sector. He currently serves as the Director of the Cybersecurity Department and Chief Information Security Officer (CISO) at the Central Bank of Paraguay, where he leads the institution's cybersecurity strategy.
Throughout his career, he has worked on supervising Information and Communications Technology (ICT) governance in financial institutions, both in the public and private sectors. He has played a key role in the creation and implementation of cloud computing regulations, as well as in overseeing IT and cybersecurity practices in the financial sector, contributing to enhanced security and compliance with international standards.
He has a strong academic background, including a specialization in ICT, a master's degree in Information and Communication Technologies, and international certifications such as Lead Auditor in ISO/IEC 27001 and 22301. He has developed security and technology policies, led and coordinated multidisciplinary teams, and supported the implementation of protection and risk mitigation mechanisms.
His experience spans both the technical and strategic aspects of cybersecurity and information technology, applying recognized methodologies and best practices. This has allowed him to establish himself as a reference in implementing innovative solutions in cybersecurity, technological risk management, and IT governance.
Innovation Manager / Tetuan Valley
Agustina Milanini is an Industrial Engineer, graduated from the National University of Buenos Aires, with a Diploma in Business Intelligence from the Technological University of Buenos Aires, and a master’s degree in business from EUDE in Madrid. With over 7 years of experience in the technology sector, she specializes in marketing and business development across different countries, always with a focus on innovation.
Currently, she serves as the Innovation Manager at Tetuan Valley, where she manages the community of entrepreneurs and experts, and leads the accelerator's partnership strategy. Her role includes directing innovation programs with corporations and institutions, aiming to expand entrepreneurship across various sectors and foster entrepreneurial thinking.
She has extensive experience in executing entrepreneurship projects with startups, identifying their needs, and providing them with the most effective tools for growth. At the Tetuan Valley Startup School, she works on scouting and promoting calls for applications, attracting over 150 startups annually and supporting their development.
She is passionate about innovation and entrepreneurship, dedicating herself to driving initiatives that foster the advancement of new ideas and technologies.

Alejandro Las Heras Vázquez holds a Telecommunications Engineering degree from the Universidad Politécnica de Madrid and completed an Executive Development Program at ESADE. With over 20 years of experience in technology and cybersecurity, he has held executive positions at Grupo Eulen, including CTO, CISO and CDO. He is currently the CEO of the Cybersecurity Agency of the Community of Madrid.
Predoctoral researcher at the Polytechnic School of Engineering of Ferrol (EPEF) and the CITIC Research Center of the University of A Coruña
Álvaro Michelena, is an engineer in Industrial Electronics and Automation from the University of A Coruña, he is a predoctoral researcher at the CITIC research center of this same university since 2019. During these years he has worked on complex system modeling projects focused on anomaly detection. His research work has been recognized with national and regional awards.
