Prior joining ENISA he worked for 17 years for a state-owned company property of the Spanish Ministry of Defence – ISDEFE. Vicente holds multiple Cybersecurity certifications, CISSP, CISM, CISA and ETH.

Belisario Contreras is a recognized and thoughtful contributor to information technology and cybersecurity. Belisario’s work has involved a careful balance between understanding international policymaking and its practical applications. In his role at the Organization of American States (OAS) as manager and head of the cybersecurity program, Belisario applied his skills and experience to substantively raise the organization's influence in the cyber domain. Belisario's experience is recognized by top-tier organizations such as the World Economic Forum (WEF), where he was invited to serve on the Advisory Board of the Centre for Cybersecurity (C4C) and to co-chair the Global Future Council of Cybersecurity, among other notable roles. Currently, as the coordinator of the Digi Americas Alliance and a member of the advisory boards at Duke University and (ISC)² LATAM, he continues to contribute to shaping the global cybersecurity agenda.

I’m a professional with 24 years of experience in the technology industry, a telecommunications engineer, with master's degrees in communications management, digital law, trust and digital transformation. From 2001 until 2009 I was Manager of the multinational 3COM for Ecuador and from that date to the present, as the President & Founder of Grupo Radical, a company that has led for 24 years of history to specialize in the delivery of innovative solutions in the cybersecurity industry and data centers with the highest existing certifications. We are members of the ITU, FIRST, TF CSIRT, Digiamericas Alliance, and several leading private organizations in the sector. Now, I have mentalized and developing the Grupo Radical's R3C3 initiative, a resilient global network of collaboration and trust for cybersecurity that will help us, in an ethical and vigilant manner, to confront the threats and opportunities that arise from the use of web 4.0, the use of data that exists on the dark web, quantum computing and threats driven by AI.

Sheila Casserly is Director of Digital Policy at the global energy management and industrial automation company, Schneider Electric. In her role, Sheila works to advance effective cybersecurity policy through internal collaboration and external engagement with industry peers and policymakers. Sheila also co-chairs the Operational Technology (OT) Working Group within the U.S. IT Sector Coordinating Council, where she aims to strengthen representation of OT in cybersecurity policy and unite the OT community around common goals for more secure industrial control systems and critical infrastructure.
