National Coordination Centre in Spain

INCIBE has been designated as the National Coordination Centre in Spain (NCC-ES) of the European Cybersecurity Competence Centre (ECCC). This appointment by the National Cybersecurity Council meets the requirements of the EU regulation, has experience in the sector and expertise in technology, research and innovation and is a benchmark entity for the development of cybersecurity and the digital confidence of citizens, the academic and research network, professionals, companies and strategic sectors.

The NCC-ES project is funded through the Digital Europe (DIGITAL) program, which focuses on strengthening cybersecurity in the European Union. This program seeks to support cybersecurity infrastructure, the adoption of innovative solutions, and the implementation of relevant cybersecurity legislation. It is managed by the European Cybersecurity Competence Center (ECCC), with a strong focus on resilience, coordination, and the development of security operation centers. Projects receive funding under these thematic lines to improve cybersecurity across the EU.

The project—implemented by INCIBE—is co-financed by the European Union's Digital Europe Program under the DIGITAL-ECCC-2022-CYBER-03-NAT-COORDINATION call (grant agreement No. 101127729). Its objective is to enhance cybersecurity and coordination at the national level through activities developed by INCIBE, as part of European efforts to strengthen resilience against cyber threats. In this way, the National Coordination Centers (NCCs) of the Member States in the EU are established and operated, positioning INCIBE as a national reference in cybersecurity.

The tasks of the NCCs include the specialized training of employees, the promotion of cross-border cooperation, communication with national and European stakeholders, as well as the creation of a national cybersecurity community. The expected results of this call include the creation and operation of National Coordination Centers (NCCs), focused on:

  • Specialized cybersecurity staff training.
  • Promotion of cross-border cooperation through communication and dissemination plans.
  • Supporting the national ecosystem in participating in European projects.
  • Strengthening the national cybersecurity ecosystem and its integration into the European market.

European Cybersecurity Competence Centre

The European Cybersecurity Competence Centre (ECCC) is a European initiative within the framework of European cybersecurity policies that aims to create an interconnected EU-wide cybersecurity research and industrial ecosystem, enhancing cooperation between stakeholders to make the best use of existing cybersecurity resources and expertise across Europe. To this end, a European network of National Coordination Centres (NCCs) has been established.

This network consists of 27 centres, one for each Member State, according to Regulation (EU) 2021/887 of the European Parliament and of the Council, of 20 May 2021, which entered into force on 28 June 2021.

The ECCC in Bucharest (Romania) acts across the entire value chain ranging from research, innovation, deployment and adoption of key technologies, avoiding fragmentation and pooling the knowledge of entities and individuals in a Europe-wide Cybersecurity Competence Community.
