Félix Antonio Barrio Juárez holds a Masters in Software and Systems Engineering and a University Expert Diploma in Management and Administration of Information and Technologies from the University of Alcalá and a Doctorate in Science and Technology Management from the University of Salamanca.
He has hold various positions at the Universities of Burgos, León and Salamanca. Between 2007 and 2014 he was Manager at the National Institute of Communication Technologies and between 2014 and 2019 at the Spanish National Cybersecurity Institute (INCIBE). Between 2019 and 2020 he was director of the Cybersecurity Hub at Tec de Monterrey. Later he was appointed Deputy Director of Cybersecurity for Society and Business and is currently General Director of INCIBE.
He has delivered various postgraduate seminars at different universities and teaches on several Masters programmes in IT Governance and Information Security Management Systems.

He is a senior telecommunications, security and privacy professional with 20+ years of career, having assumed different roles and responsibilities in the telco industry. Currently he works as a Customer Security Manager in Nokia and he contributes to security standardization, regulatory management and satisfying customer security requests.

Helene has been public policy manager at Meta covering Spain and Portugal for five years, where she covers content issues (safety of users, misinformation, copyright, etc.), as well as innovation. Prior to that, she was working on public affairs for a Brussels-based consultancy. She graduated in politics and administration from the College of Europe and Sciences Po.

Ines is a research technician of the Research Institute of Applied Sciences in Cybersecurity (RIASC), where she works on the project 'Data Science for an Artificial Intelligence Model in Cybersecurity,' together with INCIBE. The research line she is working on is framed around the use of generative artificial intelligence and machine learning models to optimize cybersecurity ecosystems.

Dr Isabel Fernández is currently Rector of Universidad Alfonso X el Sabio, Spain. Member of the Advisory Boards of Telefónica Tech, DeNexus and Escuela de Pensamiento (Mutualidad de la Abogacía). Previously, she was Managing Director & Lead of Advanced Analytics Iberia and Israel in Accenture, President of the Artificial Intelligence and BigData Commission of AMETIC, Rector of several Laureate International Universities and General Manager in several analytics companies. "Finally, artificial intelligence has left the research labs to evolve our society by creating limitless possibilities. Isabel's role as a researcher began in the field of machine learning and chaos theory. Her career has since focused on customer centricity and how Artificial Intelligence and digital business models can deliver cost efficiencies, engaged employees and loyal customers for companies such as ING Direct, Havas Media and American Express.
She holds a PhD in Artificial Intelligence from the Universidad de Oviedo, Spain, and a Masters in Risk Management (GARP) and other programmes from MIT and the Aspen Institute.
