After being part of one of the first providers of Internet services in Spain (1996), has played his professional work as a security consultant and auditor IT -Information Technology- while maintaining a constant commitment to research and development on security information, cryptography and cryptanalysis.

Belisario Contreras is a recognized and thoughtful contributor to information technology and cybersecurity. Belisario’s work has involved a careful balance between understanding international policymaking and its practical applications. In his role at the Organization of American States (OAS) as manager and head of the cybersecurity program, Belisario applied his skills and experience to substantively raise the organization's influence in the cyber domain. Belisario's experience is recognized by top-tier organizations such as the World Economic Forum (WEF), where he was invited to serve on the Advisory Board of the Centre for Cybersecurity (C4C) and to co-chair the Global Future Council of Cybersecurity, among other notable roles. Currently, as the coordinator of the Digi Americas Alliance and a member of the advisory boards at Duke University and (ISC)² LATAM, he continues to contribute to shaping the global cybersecurity agenda.

I’m a professional with 24 years of experience in the technology industry, a telecommunications engineer, with master's degrees in communications management, digital law, trust and digital transformation. From 2001 until 2009 I was Manager of the multinational 3COM for Ecuador and from that date to the present, as the President & Founder of Grupo Radical, a company that has led for 24 years of history to specialize in the delivery of innovative solutions in the cybersecurity industry and data centers with the highest existing certifications. We are members of the ITU, FIRST, TF CSIRT, Digiamericas Alliance, and several leading private organizations in the sector. Now, I have mentalized and developing the Grupo Radical's R3C3 initiative, a resilient global network of collaboration and trust for cybersecurity that will help us, in an ethical and vigilant manner, to confront the threats and opportunities that arise from the use of web 4.0, the use of data that exists on the dark web, quantum computing and threats driven by AI.

Sheila Casserly is Director of Digital Policy at the global energy management and industrial automation company, Schneider Electric. In her role, Sheila works to advance effective cybersecurity policy through internal collaboration and external engagement with industry peers and policymakers. Sheila also co-chairs the Operational Technology (OT) Working Group within the U.S. IT Sector Coordinating Council, where she aims to strengthen representation of OT in cybersecurity policy and unite the OT community around common goals for more secure industrial control systems and critical infrastructure.

Mr. Fallas has +29 years of information technology experience, specializing in information security for +22 years. Today is a Strategic Architect Leader for Trellix, in the America region. Their projects include analysis and design and implementation of computer science security architecture and security. incident response process, disaster recovery plan, business impact analysis, assessment in the commercial, financial, government and SCADA sectors. A few of their achievements include the development and implementation of the security operation center in ITS Info-Communication (Partner from ISS) in San Jose, Costa Rica in 2004. Creator of the regional seminary of computer science security “Beyond the Password” in the city of San Jose, Costa Rica in 2002, 2003, 2005 and the 2004 in the city of Buenos Aires in Argentina. Number one global Security System Engineer in America from IBM Internet Security System in 2006. In 2016 to 2019 drive the TALOS Threat Intelligence LATAM experience and in 2018 creator of the LATAM CISO Summit run in Americas and part of the Cybersecurity Council with OAS in LATAM, execute different activities in the region like: Cybersecurity Compliance, Threat Hunting, Customer Experience, Cyber Defense Clinics, Incident Response Experience. Collaborator in the content of the Partner Summit for Trellix in 2022. Part of the Digi-Americas Group. Part of the speaker's of the  LATINCACS ISACA Argentina chapter in 2024, part of the  9th INTERPOL Americas Workshop on Cybercrime in 2024. Master’s degree in Information and Communication Technology Systems Management. Member of the National Cybersecurity Council and national representative on the EU Council and NATO Cyber and Information Security Committees.

Graduate in Information Sciences, Journalism branch, from the Complutense University of Madrid. Since 1992 he has been director of the Spanish magazine SIC (www.revistasic.com) and co-president of Securmática (www.securmatica.com), of the monographic series Espacio TiSEC, IdentiSIC, Responses SIC and ÁgoraSIC-Centro de Conocimiento en Cibersecurity. De la Peña has participated in numerous national and international courses, conferences and seminars on information security, privacy, system security control and auditing, and as a professor in several specialized master's degrees. Currently, he participates, representing Ediciones CODA (parent of SIC Magazine), in the National Cybersecurity Forum. In 2020 he received the National Award from the National Cryptology Center-CCN for professional career.

Mark Ryland is the Director of the Office of the Chief Information Security Officer (OCISO) at Amazon Web Service (AWS) reporting to the CISO of AWS and leading a global team of experts who engage with customers on behalf of AWS Security leadership. The OCISO team helps customers to understand more deeply how AWS builds and operates its highly secure cloud offerings, and how they can best leverage the AWS cloud to enhance their own security posture.
