Carla Redondo, General Secretary / Spanish National Cybersecurity Institute


Carla Redondo Galbarriatu holds a Degree in Law and a Diploma in Economics from the University of Deusto, a Master's Degree in Civil State Administration, an expert in the European Political Economy and Finance Executive Programme from the London School of Economics and Political Science (LSE) and a University expert in International Trade from the University of the Basque Country, and has over 7 years of experience in the field.
She is part of the Senior Corps of the Civil Administration of the State and has held positions in the Ministry of Defence, in the Ministry of Education and Vocational Training, and in the Ministry of Economic Affairs and Digital Transformation in the first instance, in the Cabinet of the Secretary of State for Digitalisation and Artificial Intelligence. Since August 2022 she has been Secretary General of the National Institute of Cybersecurity, INCIBE.
Joanna Świątkowska, Deputy Secretary General at the European Cyber Security Organisation / ECSO
Dr. Joanna Świątkowska is the Deputy Secretary General at the European Cyber Security Organisation - ECSO. Previously, she served as the Director in the Supply Chain Cyber and Information Security team at UBS. She was the initiator and Programme Director of the European Cybersecurity Forum – CYBERSEC. In recognition of her contributions, she was named one of the 100 Eastern Europe’s emerging technology stars by the Financial Times & New Europe 100 for 2017, and was also included in the Top 20 Women in Cybersecurity by the Women in Tech summit for 2019.
José Luis Bezares, Deputy Director Cybersecurity / Secretary of State for Digitalisation and Artificial Intelligence


José Luis Bezares del Cueto, currently holds the position of Deputy Director General of Cybersecurity in the State Secretariat for Digitization and Artificial Intelligence. He holds a degree in Physical Sciences from the Complutense University of Madrid and is a civil servant in the category of Technologies and Communications. He is an expert in ICT and cybersecurity in IoT environments with an extensive career of over 30 years in both the public and private sectors.
Silvia Senabre, Head of Technology Risk Division / Banco de España


Head of Technology Risk Division within the Directorate General of Banking Supervision at Banco de España. She has more than 20 years of experience as an IT risk supervisor and regulator in the banking sector. Silvia represents Banco de España in several international regulatory bodies and institutions on topics related to cyber risk, cyber resilience, third party risk and cloud computing.
She co-chairs the SSM Network on IT risk as well as the European Banking Authority Subgroup on IT risk. She is also part of the BCBS Operational Resilience Group.
Mª Piedad Álvarez de Arriba, Police Commissioner, Head Of Cibercrime Central Unit / Cuerpo Nacional de Policia


Her entire professional career has been within the Judicial Police. She began her career as a Homicide Investigator in Madrid. She later served as the Head of the Surveillance Section in the UDEF (Economic and Financial Crime Unit). After being promoted to Superintendet, she led the Judicial Police Brigade in Málaga, and the Central Brigade for Specialized Crime in Madrid. From 2019 to 2022, she was the Chief of Staff at the Security Department of the Prime Minister’s Office, and she is currently in charge of the Central Cybercrime Unit.

Dr Isabel Fernández is currently Rector of Universidad Alfonso X el Sabio, Spain. Member of the Advisory Boards of Telefónica Tech, DeNexus and Escuela de Pensamiento (Mutualidad de la Abogacía). Previously, she was Managing Director & Lead of Advanced Analytics Iberia and Israel in Accenture, President of the Artificial Intelligence and BigData Commission of AMETIC, Rector of several Laureate International Universities and General Manager in several analytics companies. "Finally, artificial intelligence has left the research labs to evolve our society by creating limitless possibilities. Growing up with this unprecedented level of technology means that creativity and critical thinking are key skills not only for students to succeed, but also for society to thrive."
Isabel's role as a researcher began in the field of machine learning and chaos theory. Her career has since focused on customer centricity and how Artificial Intelligence and digital business models can deliver cost efficiencies, engaged employees and loyal customers for companies such as ING Direct, Havas Media and American Express.
She holds a PhD in Artificial Intelligence from the Universidad de Oviedo, Spain, and a Masters in Risk Management (GARP) and other programmes from MIT and the Aspen Institute.
