She is a senior member of the management team, coordinating international engagement and policy, strategic planning efforts, and work across the regional and functional elements of cyber issues. She often represents the office in regional fora and in interagency coordination process. She is the office lead on cyber discussions with the European Union institutions as well as Member State bilateral and sub-regional engagements. She has coordinated USG engagement in the annual Internet Governance Forum (IGF) and served three terms on the IGF’s Multistakeholder Advisory Group (MAG). She served as deputy head of delegation for the U.S. government’s participation in the preparatory process for the UN General Assembly’s 10-year review of the World Summit on the Information Society (WSIS+10 Review). She was the USG Delegation lead for cybersecurity issues for the ITU 2017 World Telecommunications Development Conference (WTDC) and the ITU 2018 Plenipotentiary Conference (PP18).

Previously, Ms. Franz was vice president for cybersecurity and global public policy at TechAmerica, an industry association representing global high technology companies; director for cybersecurity international affairs and public policy the U.S. Department of Homeland Security; and director for global government affairs at EDS Corporation.

Ms. Franz holds a BA in Political Science from the University of Texas at Austin and an MA from the Elliott School of International Affairs at George Washington University.

Originally from New Zealand, Craig Jones leads INTERPOL’s Global Cybercrime Programme. The objectives of this Programme are to reduce the global impact of cybercrime and protect communities for a safer world. Under this mandate, he focuses on operational delivery, cyber threat response and capabilities development in support of 194 INTERPOL member countries.

With over 27 years of law enforcement experience, he is an expert in the area of cyber/digital crime investigations and capabilities development. Previously, he held several senior management positions in the UK law enforcement, most recently at the National Crime Agency in the UK. In this capacity, he coordinated UK’s law enforcement response to the National Cyber Security Programme, which underpinned the UK’s National Cyber Security Strategy.

He has successfully delivered multi-million Euro projects, designed to increase cyber capabilities and capacity at regional, national and international levels. He also worked on the international capacity framework project, representing the UK and now INTERPOL, at the Global Forum for Cyber Expertise working groups and forums.

He is recognized as a strategic leader, and identifies and assists in shaping policies that deliver outcomes and results against international and national cyber strategies. He also anticipates and predicts the long-term impact of national and international developments including economic, political, environmental, social and technological aspects specific to the cyber threat.

Industrial Engineer from Universidad Javeriana, specialized in Management of Telecommunications Businesses and MBA from Universidad de los Andes. He also completed an executive program of Leadership and Development from the Harvard Business School.
His professional experience in technology and services companies has been based in countries such as Mexico, Brazil, Guatemala, El Salvador, Dominican Republic, Panama, Peru, Chile and Colombia. He was president for Latin America of the multinational Comdatagroup, Vice President BPO and Sales of Carvajal Tecnología y Servicios. Additionally, he has been an active member of the boards of directors of the Digital Industry Chamber for ANDI and Fedesoft. 

Currently he serves as the Presidential Advisor of Economics Affairs and Digital Transformation in Colombia. During his term he has driven the development and implementation of public policies for innovation and digital transformation. In just 8 months he has been able to push forward the launch of multiple governmental initiatives that aim to strengthen the digital ecosystem in the country. The efforts range from the launch of C-Emprende and the Center for the 4th Industrial Revolution, to the implementation of the GOV.CO program as well as the Citizen Digital Services. His main focus is to increase the wellbeing of the Colombian people through the Digital Transformation of the country.

She previously served as Cybersecurity Policy Director at Public Knowledge. Megan is a Senior Fellow in the Atlantic Council’s Cyber Statecraft Initiative and a Visiting Fellow at George Mason University’s National Security Institute.

Megan previously served as a Director for International Cyber Policy at the National Security Council, where she worked to expand the U.S. government's information and communications technology policy abroad, including in connection with cybersecurity, internet governance, bilateral and multilateral engagement, and capacity building. Prior to the NSC, Ms. Stifel served in the U.S. Department of Justice as Director for Cyber Policy in the National Security Division and as counsel in the Criminal Division’s Computer Crime and Intellectual Property Section. Ms. Stifel was previously in private practice, where she advised clients on sanctions and FCPA compliance.

Before law school, Ms. Stifel worked for the U.S. House of Representatives Permanent Select Committee on Intelligence. She received a Juris Doctorate from the Maurer School of Law at Indiana University, and a Bachelor of Arts, magna cum laude, from the University of Notre Dame. She is a partner with Social Venture Partners Charleston.

After becoming a public prosecutor, she has held various positions related to the functions of the Public Prosecutor's Office in Spain, many of which were positions of responsibility.

She holds the Cross of Honour of Saint Raymond of Peñafort, the Silver Cross of Merit from the Civil Guard and the Cross of the Order of Police Merit with white badge of the National Police Corps.

From 2000 and 2004, as Chief Prosecutor of the Public Prosecutor's Office of the High Court of Justice of Madrid, she carried out continuous coordination of the on-call Public Prosecutor's Office in the Spanish capital.

On 1 July 2004, Ms. Tejada was appointed Chief Public Prosecutor of the Office of the Attorney General’s Technical Office, a position she held until 11 July 2011. Also, during this time, she held the position of Eurojust National Correspondent for terrorism. In this role, she participated in the annual Eurojust correspondent meetings held in The Hague, as well as in the various anti-terrorism working groups in which the Spanish Prosecutor's Office was involved, together with those from other countries like France, the United Kingdom, the United States or Morocco.

By Decree of the Prosecutor General of 1 April 2011, she was appointed Public Prosecutor against Cybercrime, which was renewed on 24 February 2017. In this role, she has been responsible for coordinating all actions of the Spanish Public Prosecutor's Office regarding cybercrime at the national level, as well as structuring, implementing and managing the network of specialized prosecutors in this area.

Likewise, from December 2012 to April 2015, Ms. Tejada combined this function with that of the Deputy Public Prosecutor for the Criminal Protection of Equality and against Discrimination, which she was appointed to in a Decree dated 12 December 2012.

Since 2012 she has represented Spain in the biannual T-CY meetings of the European Council’s Budapest Convention on Cybercrime and has joined the Cybercrime Expert Group meetings convened by the UN in Vienna in February 2013 and March 2019. In Spain, she has participated in numerous Working Groups for developing the implementation plans of the Spanish National Cybersecurity Strategy published in December 2013.

Since 2019, Ms. Tejada has been permanent member of the Law Commission’s Fifth Section of Procedural Law and holds, among others, the degree corresponding to the 52nd specialized course from the Higher Centre for Advanced National Defence Studies (CESEDEN in Spanish) on "The New Threat of the 21st Century. Cybersecurity and Cyberdefence: Strategies, Capability and Technologies", developed in September-December 2013.

She participates in multiple institutional and educational activities, both nationally and internationally. The educational training actions aimed at legal practitioners and researchers are particularly noteworthy. She has also authored numerous publications on fighting cybercrime.

Career ambassador of the Ecuadorian Foreign Service. She was a member of the Third Class of the "Antonio J. Quevedo" Diplomatic Academy from 1989 to 1990. Ms. Muñoz has as law degree from the Catholic University of Ecuador, a post-graduate degree in Law & Environmental Management from the University of Adelaide in Australia, and a post-graduate degree in International Relations and Diplomacy from the University of Oxford in the United Kingdom. Furthermore, she holds a Conflict Resolution Certificate from the University of Uppsala in Sweden, among others.

Her professional experience includes the Embassy of Ecuador in Washington D.C. from 1995 to 1999, the Permanent Mission of Ecuador to the World Trade Organization in Geneva from 2003 to 2008, the Embassy of Colombia from 2011 to 2014 and the Consulate of Ecuador in The Hague from February 2015 to April 2017. In her role in the Ministry of Foreign Affairs of Ecuador she worked in the Legal Department, Human Resources Department, Environmental Department, Under-Secretary of International Organizations.

Following her mission in Geneva, Ms. Muñoz was appointed Director of World Trade at the Ministry of Foreign Affairs. Furthermore, she served in the Directorate of International Affairs in the Ministry of the Environment on secondment from 2000 to 2001. In April 2017 she became the Director of South America and from June of the same year she served as Director of the United Nations System. She currently holds the position of Under-Secretary for Multilateral Affairs. She is also a member of the Inter-American Commission of Women (CIM) Executive Committee and the Cybersecurity Innovation Councils of the Organization of American States (OAS).

In her role, Ms. Muñoz has participated in various international conferences and meetings including the Conferences of the States Parties to the Framework Convention on Climate Change and the Kyoto Protocol, ministerial meetings of the World Trade Organization; negotiations between the Andean Community and the European Union; meetings of the International Cocoa Council and Subsidiary Bodies; and bilateral meetings between Ecuador and Colombia.
