María de Miguel de Santos joined the Higher Body of Information Technology and Systems of the State Administration in 2010. Maria has occupied a number of different posts over the course of her career as a civil servant, such as Cabinet Department Coordinator and Technical Advisor on Cybersecurity at the Ministry of Digital Progress. She is currently Technical Coordinator at the Spanish National Security Department.

She previously worked in the telecommunications sector for over 10 years in multinational organisations and also worked as a part-time associate professor in IT security. She is a telecommunications engineer (Polytechnic University of Madrid) and obtained a Diploma of Advanced Studies with study modules and research on Cryptography and Network Security.

Rosa Díaz Moles holds a degree in Exact Sciences from the Autonomous University of Madrid and also studied a General Management Program from the IESE Business School. She has been part of the INCIBE team since June 2019, first as the Deputy Director of Companies and Professionals, then as Deputy Director for Business Support and R&D&I since September 2019 and as General Director since November.

With a solid background in the ICT sector, Rosa Díaz has held different managerial positions in companies such as Sage Spain, where she became Director of Operations in the SME and Self-Employed and Training Division, Santander Elavon Merchant Services S.L., where she was Support Director and Panda Security where she worked as the Country Manager Iberia for almost four years.

She belongs to different groups whose objective is to bring visibility to women in jobs in ICT, particularly in the cybersecurity sector. She has also been an INCIBE cyber-cooperator since May 2018 with the aim of spreading and raising awareness among young people and families about the importance of cybersecurity in order to be safer in our digital lives.

After 10 years of work as a robotic engineer at JET (Joint European Torus) a fusion research centre, Jean-Francois Junger joined the Commission. First he worked from 1998 until 2001 in DG Research on the subject of waste water as part of FP5 and on the Endocrine Disruptors. Then he moved to DG INFSO in the software unit for two years where he was in charge of the "Open Source Software" subject. In 2003 he joined the eTEN unit as part of the programme and followed project in many different domain. Since the launch of the CIP ICT-PSP programme in 2007, he has been the prime actor in supporting and promoting the launch of the large scale pilot with Member States and the launch of the "Connecting Europe Facility" telecom programme. Between 2012 and July 2018, as the deputy head of unit in the 'public services' unit, he strongly supported the transformation of the public sector towards an open government vision. He took a very active role in the definition of new eGovernment Action Plan. Since July 2018 he works as Deputy Head of Unit to strength European Cyber security capacity, particularly involve in the Digital Europe Programme preparation.

Aleisha Arnusch has been working to advance cybersecurity and online freedom in various capacities for close to a decade. In her current role as Global Affairs Canada’s Cybercrime Coordinator, she actively promotes international cooperation on cybercrime and coordinates Canada’s cybercrime policies in international fora. Former positions have included working as a Senior Governance and Human Rights Specialist, a Civilian Expert Deployment Training Coordinator, a Lead Researcher on Security System Reform, and an Advisor to NATO on Civil-Military Coordination in Afghanistan.

Adrián Acosta graduated in 1993 from the School of Officers of the Argentine Federal Police. In 2005 he received the title of Systems Engineer. He has lectured in various countries in Latin America and has participated in the capacity of speaker in international conferences, on topics such as "Security at large events", "International Police Cooperation on Cybercrime" and "The importance of information exchange in transnational crime".

Adrian Acosta is specialized in Technological Crime and his career has had a particular focus on International Police Cooperation.

Since 2005 he has been working for the INTERPOL General Secretariat. In the same year he participated as a founding member of the Latin American Working Group on Technological Crime, and currently works as an Digital Crime Officer for the Americas within the INTERPOL Cybercrime Directorate.

She is a senior member of the management team, coordinating international engagement and policy, strategic planning efforts, and work across the regional and functional elements of cyber issues. She often represents the office in regional fora and in interagency coordination process. She is the office lead on cyber discussions with the European Union institutions as well as Member State bilateral and sub-regional engagements. She has coordinated USG engagement in the annual Internet Governance Forum (IGF) and served three terms on the IGF’s Multistakeholder Advisory Group (MAG). She served as deputy head of delegation for the U.S. government’s participation in the preparatory process for the UN General Assembly’s 10-year review of the World Summit on the Information Society (WSIS+10 Review). She was the USG Delegation lead for cybersecurity issues for the ITU 2017 World Telecommunications Development Conference (WTDC) and the ITU 2018 Plenipotentiary Conference (PP18).

Previously, Ms. Franz was vice president for cybersecurity and global public policy at TechAmerica, an industry association representing global high technology companies; director for cybersecurity international affairs and public policy the U.S. Department of Homeland Security; and director for global government affairs at EDS Corporation.

Ms. Franz holds a BA in Political Science from the University of Texas at Austin and an MA from the Elliott School of International Affairs at George Washington University.

Originally from New Zealand, Craig Jones leads INTERPOL’s Global Cybercrime Programme. The objectives of this Programme are to reduce the global impact of cybercrime and protect communities for a safer world. Under this mandate, he focuses on operational delivery, cyber threat response and capabilities development in support of 194 INTERPOL member countries.

With over 27 years of law enforcement experience, he is an expert in the area of cyber/digital crime investigations and capabilities development. Previously, he held several senior management positions in the UK law enforcement, most recently at the National Crime Agency in the UK. In this capacity, he coordinated UK’s law enforcement response to the National Cyber Security Programme, which underpinned the UK’s National Cyber Security Strategy.

He has successfully delivered multi-million Euro projects, designed to increase cyber capabilities and capacity at regional, national and international levels. He also worked on the international capacity framework project, representing the UK and now INTERPOL, at the Global Forum for Cyber Expertise working groups and forums.

He is recognized as a strategic leader, and identifies and assists in shaping policies that deliver outcomes and results against international and national cyber strategies. He also anticipates and predicts the long-term impact of national and international developments including economic, political, environmental, social and technological aspects specific to the cyber threat.
