Ricardo J. Rodríguez


Ricardo J. Rodríguez es Doctor en Informática e Ingeniería de Sistemas por la Universidad de Zaragoza desde 2013. Actualmente, trabaja como Profesor Titular en la misma universidad. Sus intereses de investigación incluyen el análisis de sistemas complejos, con especial énfasis en el rendimiento y su seguridad, el forense digital y el análisis de aplicaciones binarias. Participa como ponente habitual y profesor de talleres técnicos en numerosas conferencias de seguridad del sector industrial, como NoConName, Hack.LU, RootedCON, Hack in Paris, MalCON, SSTIC CCN-CERT, o Hack in the Box Amsterdam, entre otras. Mª Dolores Hernández Rueda


Degree in Law and Criminology from the University of Valencia. She joined the judicial career in 1989 and has held various positions, specializing in criminal law. She has been a judge in the National Court and in the special service since February 2023, currently holding the position of Head of the Inspection Service, in functions. University lecturer at the Uned and the University of Valencia, in school of legal practice, law degree (criminal law department) and master's degree in law and procedural guarantees. Lecturer in other institutions and speaker at Bar Associations especially in criminal procedural issues, human trafficking, cybercrime and victim protection. Member of the working group in the Ministry of Justice and the CGPJ on the Draft Bill of Criminal Procedure Law 2020.
Raquel Jorge


Analyst at the think tank Real Instituto Elcano where she is in charge of the technology and international policy agenda, and Project Lead in the first project on technology foreign policy at the EUI in collaboration with DG CONNECT and the SEAE, she is a former Fulbright scholar in Washington, DC, and has worked as an independent expert for the European Commission, Inter-American Development Bank, Ministry of Foreign Affairs of the Government of Spain and the Berkman Klein Center at Harvard University.

Mercedes has more than 7 years of experience working in offensive cybersecurity where she has participated in conferences such as IntelCON, C1b3rWall or UAD360. She is also part of Securiters, a project in which she shares cybersecurity knowledge through the events they organize and on their platform.

Héctor Giovanni Cruz Forero


Professional in Cybersecurity with 20 years of experience in the sector, seeks to share knowledge using his experience and knowledge and currently works as CEO of Be Hacker Pro, where he proposes strategies for strengthening human capital by building spaces to develop talent in cybersecurity, is co-founder of CSIETE and 7 Way Security, organizer of BSides Colombia, HackLab Bogotá and other spaces for building collective knowledge.
Elvira Tejada de la Fuente
Elvira Tejada de la Fuente. She joined the Public Prosecutor's Office in 1981 and has been a Prosecutor of the Supreme Court since 2004. In charge of the Area of Specialization against Cybercrime of the Spanish Public Prosecutor's Office since July 2011, function in which she has been renewed in 2017 and 2022. In this capacity she directs the Network of Prosecutors specialized in the fight against cybercrime deployed throughout the territory of the State and coordinates its relationship with the groups and units dedicated to this matter at the national level. He is a member of the General Codification Commission of the Ministry of Justice, permanent member of the Monitoring Commission of the National Plan against Cybercrime of the Ministry of the Interior and representative of Spain in the Budapest Convention of the Council of Europe whose biannual meetings he regularly attends. He participates in teaching activities in the national and international framework.
Anish Bachu


Mr. Anish Bachu is an Information and Communication Technology (ICT) Security Specialist attached to the Trinidad and Tobago Cyber Security Incident Response Team (TT-CSIRT) under the Ministry of National Security for almost 5 years. He is the team lead for CSIRT operations and his duties range from incident response, vulnerability and cyber threat monitoring at a national level and cyber security assessments of government systems and infrastructure. o Anish has served as the technical security lead for numerous projects across the Government of the Republic of Trinidad and Tobago including the national cyber risk assessment 2021/2022 project and the development of an information sharing and analysis center (ISAC) for bank and nonbank financial institutions in Trinidad and Tobago.
Claudio Miguel Peguero Castillo


He is a Systems Engineer from the Instituto Tecnológico de Santo Domingo (INTEC) with a Master's Degree in Electronic Commerce from APEC University and a Master's Degree in Cybercrime Investigation and Digital Forensics from the University of Dublin, Ireland. He teaches in the Master's Degree in Cybersecurity at the Instituto Tecnológico de Santo Domingo (INTEC).
Member of the National Police of the Dominican Republic since 1988, currently with the rank of General, occupying positions such as Commander of the Department of Investigation of Crimes and High Technology Crimes (DICAT), Director of Planning and Development and Inspector General among many others.
- He participated in the drafting of the Bill against Crimes and High Technology Crimes, today Law 53-07, the National Cybersecurity Strategy, the draft Law on Personal Data Protection and the draft Law on Cybersecurity Management.
- Delegate of the Dominican Republic to the Committee of the Budapest Convention on Cybercrime.
- Vice-President for GRULAC of the Ad Hoc Intergovernmental Committee of Experts for the Elaboration of a Comprehensive International Convention on Combating the Use of Information and Communication Technologies for Criminal Purposes" of the United Nations (UN).
