Félix Barrio, General Director / Spanish National Cybersecurity Institute (INCIBE)
Félix Antonio Barrio Juárez holds a Masters in Software and Systems Engineering and a University Expert Diploma in Management and Administration of Information and Technologies from the University of Alcalá and a Doctorate in Science and Technology Management from the University of Salamanca.
He has hold various positions at the Universities of Burgos, León and Salamanca. Between 2007 and 2014 he was Manager at the National Institute of Communication Technologies and between 2014 and 2019 at the Spanish National Cybersecurity Institute (INCIBE). Between 2019 and 2020 he was director of the Cybersecurity Hub at Tec de Monterrey. Later he was appointed Deputy Director of Cybersecurity for Society and Business and is currently General Director of INCIBE.
He has delivered various postgraduate seminars at different universities and teaches on several Masters programmes in IT Governance and Information Security Management Systems.

Joint Commission of RETECH Nodes
Its purpose is to coordinate the relationships and common objectives of the participants in the RETECH Call (Territorial Networks for Technological Specialization), in the field of Cybersecurity, of which INCIBE is a part. This Commission will be made up of a representative from each of the autonomous entities that make up Retech, and a representative from INCIBE.
